Dylan is a doctoral assistant in the Constitutional Law research group at the Department of European, Public and International Law at Ghent University. He obtained his Master of Laws from Ghent University in 2019 and completed a Master’s degree in Instructional and Educational Sciences at the University of Antwerp in 2023.
His doctoral research (2025), titled “De vrije organisatie van het Vlaamse hoger onderwijs: niet langer een grondrecht van de onderwijsinstellingen” (“The Free Organisation of Flemish Higher Education: No Longer a Fundamental Right of Higher Education Institutions”), examines the legal foundations of the organisational autonomy of Flemish higher education institutions. More broadly, his research focuses on higher education law and policy, with particular attention to the governance and institutional autonomy of higher education institutions.
Dylan has been actively involved in higher education policy and governance. He previously served as Vice-President of the Council on Higher Education within the Flemish Education Council (Vlaamse Onderwijsraad) and continues to contribute to several policy bodies in the higher education sector.
He is a member of the editorial board of the Tijdschrift voor Bestuurswetenschappen en Publiekrecht (TBP) and serves as editorial secretary of the Tijdschrift voor Onderwijsrecht en -Beleid (TORB). He has also been a visiting researcher at the Centre for Education Law at Uppsala University and at the School of Education, Communication & Society at King’s College London.
